Floating Help Widget

Currently the Help widget that is placed on the bottom right corner for the candidate and client sites is fixed and does not float. This means that individuals must scroll to the bottom of the screen to find it which is not likely or intuitive in some cases when there is a lot to scroll past. Originally, the widget was designed to be floating, but that had to be dropped for MVP. I'd like to revisit this decision now post-launch since it is the only place within the system that candidates have access to support information. Thanks!

Make the widget 'flloat' again.
