Make the Self-Registration link NOT case sensitive

The self-registration links currently contain encrypted values like this 'KcgobK1PoabKpIhDhY0eug=='

The OutMatch system considers these links to be case sensitive - they must be accessed exactly as they were generated.

We are currently logging errors when candidates attempt to access a self-registration link that has been transposed to all capital letters or all lower case letters, or characters have been encoded, like this 'kcgobk1poabkpihdhy0eug%3d%3d'  Somehow all of the uppercase letters got changed to lower case and == signs were encoded.

We speculate that a third party system or person may be transforming our URL.  Since we do not have control over how the link will be presented to candidates, then we may need to modify the system so that it does not consider the link to be case sensitive.

Clients/Prospects Who've Reported the Issue (If applicable)

None that we know of but IT has seen errors logged when candidates have attempted to access these bad links.  To date, this has occurred on 3 separate occasions.
